Steve Chen

Founded R.A.M.S. Mechanical, Inc., a New York City and State Minority Business Enterprise (MBE) contractor in 1999. Since then, the company has served New York City and State through developing a strong reputation by working with recognized public agencies such as the Port Authority of NY & NJ (PANYNJ), Department of Design and Construction (DDC), Metropolitan Transit Authority (MTA), School Construction Authority (SCA) and U.S. Army Corps of Engineers, among others.

By 2008, Steve lead R.A.M.S. Mechanical to grow to one of the largest MBE mechanical contractors in the state of New York. In 2012, R.A.M.S. Mechanical and Gilbane Inc.played a significant role in New York City’s Rapid Repair program, a massive effort to help restore heat to damaged homes as a result of Hurricane Sandy in Far Rockaway, New York.

In 2012, Steve founded the New York Goldwater Regional Center, a U.S. government approved EB-5 investment entity which secures capital investments from foreign nationals to facilitate job creation in the United States. Of the 200 or so officially designated regional centers at the time, NYGRC was the first to be approved without further ‘Reference for Evidence’ (RFE) and in a short-

 

period of 9 months while other regional centers were waiting for 15 months for their approval letters.In 2014, NYGRC entered into a joint venture to secure funding for The New NY Bridge (Tappan Zee Bridge) Project.  

Over the years Steve and his development team has done numerous feasibility studies and large land usage proposals which has garnered attention from prominent real estate blogs and website such as Curbed.com and NewYorkYIMBY.com, of which the East Williamsburg/Newtown Creek 17-acre industrial waterfront development stands out. Throughout the process Steve has purchased properties in New York to improve and elevate quality of life and property value of surrounding areas.

In 2016, Steve founded Goldwater Development LLC with the mission to develop and revitalize underused and underdeveloped areas. 

Steve is a first generation self-made millionaire and entrepreneur with roots in Queens, New York City. He is fluent in Mandarin and Taiwanese and looks to build a brighter future for immigrants and locals alike through inspired and meaningful projects.
